Councillor?[edit]

The Ferguson website says that she was serving as a councillor: https://www.fergusoncity.com/directory.aspx?eid=59

If she ran in the 2017 election for Mayor, and lost, how did she become councillor? Is the mayor also the councillor for a ward?
