Similar to London and Toronto?

The introduction to this article states "It is similar to Greater London and Greater Toronto." What does that mean? In terms of area, Greater London is much smaller while Greater Toronto is much larger. In terms of population there are many metropolitan areas that have a much more similar population number. So this mention of London and Toronto seems random. --ErwinFCG (talk) 08:42, 4 May 2018 (UTC)[reply]
