Declined speedy

@Edward321: There's just enough of an assertion of notability here to where Belanger passes speedy criteria. I found some sourcing and it might be just enough for him to pass GNG, albeit very barely. AfD is really the best outlet for this, since it doesn't really fit A7 criteria, especially now with the sources I found. Tokyogirl79 (｡◕‿◕｡) 10:43, 16 April 2016 (UTC)[reply]
