So why was Augustus so successful? It's simple, he got to decide who he worked with. Now it's the court that makes the decision. The potential success for rehabilitation is not factored in, it's all based on plea bargans and lazy or understaffed courts.

What is written above maybe true in some places - probation is very differently operated in different parts of the world - nonetheless Augustus probably remains the father of modern probation - so ideally all the probation pages should somehow be linked - there are now international probation organisations.

Although there is now an assumption that all offenders are dangerous and respond only to techniques of control, the idea of giving unconditional help to offenders is still a key part of probation practice and the What Works agenda still represents considerable efforts to treat people's cognitive behavioral skills.
