Single-tier municipalities vs seperated municipalities

Is the only difference really that the former is also it own census division and the latter isn't? So, a seperated municipality is essentially its own single-tier municipalities minus a special statistical definition? --Criticalthinker (talk) 09:14, 25 March 2010 (UTC)[reply]

Yeah, that's exactly what I was getting at, that a seperate municipality is legally a single-tier municipality, but minus the statistical desgination by Canada's census bureau. --Criticalthinker (talk) 01:04, 27 July 2011 (UTC)[reply]
