As a member of a national legislature, he does meet WP:POLITICIAN. If you have evidence that the article is autobiographical, {{COI}} would be a more appropriate template. Well, that seems to be the guideline. I suppose there are cases where the guideline might lead to a bad outcome, in which case it should be ignored. However, Bitonci has enough press coverage that there shouldn't be a problem with finding reliable sources to verify (or correct) the material here. Ultimately that's what notability is all about. But any politician has enough press coverage: I think we can think that media coverage is a necessary but not sufficient condition. This one, for example has proposed no new law and only 9 modifications on laws (here, sorry for the italian) in 4 years of activity.
