I have edited the History section, removing a dead link citation of Senate Bill No. 362, replacing that with a cite of Commonwealth Act No. 1, tagging another dead link cite, and adding some content. The removed dead link cite seems to refer to a Senate Bill which was never inacted into law, one of a number of such bills. CA No. 1 mandated the establishment of a body which it called Council of National Defense. I don't know whether that body continued its existence during the Commonwealth government's period as a government in exile; I would guess not.

I have also added info about the post WW-II establishment of the National Security Council (NSC) as a body with that appelation by Executive Order No. 330, s. 1950. I see that there have been a number of other executive orders over the years which impacted the NSC (see [1]). I am not sure which, if any, of these were sufficiently significant to warrant mention in this article, and I have not mentioned any of them.
