COI and notability banners, Feb 2018

I believe the COI editing in relation to the user incident last week has been cleared of the article. It is rather neutral in my eyes now.

As for notability, Scopus states Usrin has been cited over 4000 times (his top three papers, two of which on the 144 km experiments, more than 350 times). I don’t know much about this field and do not really know whether high numbers are expected here. But I believe this is sufficient to make him notable.
