Close paraphrase[edit]

This article was flagged for potential copyright issues by the addition of a copy-paste tag in June 2013. Investigation shows that the source in question is a US government publication that is free of copyright restrictions. Accordingly, I have not removed the content, but since material closely paraphrases but does not I have altered the tag to {{close paraphrase}}.
