The answer to your question would be simply, no. I couldn't find any proper positive review online (as yet).
But as far as notable people go these two are notable and have commented, with Naidu giving reasonably decent comments during the book launch.
During the book release Vice President, M. Venkaiah Naidu, gave a speech where he said:

The Vice President complimented the author, Dr Vikram Sampath for a very well researched and extremely well-written account of Savarkar’s life and message. “The book by Dr Sampath brings out these remarkable visionary ideas of Savarkar in a very compelling manner. After we put down the book, we see Savarkar in a new light”, he said.[1][2]

In this reference Narendra Modi lauds Vikram Sampath for his book 'Savarkar', but he doesn't laud or comment on the book itself since he is just being presented with the book.

Hmm. I crawled his Twitter till ~September; there's nothing. A detailed review over a journal is (apparently) scheduled but need to wait for March. Don't think this's a suitable article for DYK. WBGconverse 13:27, 9 January 2020 (UTC)[reply]
