[edit]The Lead is strong. It might benefit from describing the size of the project in millions, square feet, etc.
The lead might benefit from a short introduction to what the rest of the article is going to be about. In addition, it might help to mention the timeline for the construction of this important project.
It seems a neutral lead, which is good for your article overall.
