New biographical entry

The information for this comes from the Digital Victorian Periodical Poetry Project. This licences the use of such information under a Creative Commons Attribution-Non Commercial 4.0 International License. ie, can be reused, modified, but must have attribution (see the reference). There are further links and biographical sources on the web page which I (or other editors) can/will follow up.
