Meigs County Courthouse (Ohio)

- Comment: I suspect that there's a better way to phrase this unusual fact, but without saying "ground-level", which sounds (at least to me) like saying that every floor is the ground floor. See the start of "Pomeroy's Famous Courthouse" here, or the fourth paragraph of this page, for a version of the same.
