Idris Anarbekovich Kadyrkulov (Kyrgyz: Кадыркулов Идрис Анарбекович, born 4 January 1971) is a Kyrgyz diplomat and statesman. Ambassador Extraordinary and Plenipotentiary of Kyrgyz Republic to Ukraine (since 2022).

Biography

Idris Kadyrkulov was born on 4 January 1971 in the Kashka-Suu village, Sokuluk district, Chüy Region.[1]

In 1996 he graduated from the Kyrgyz National University named after Jusup Balasagyn with a degree in economics and management organization.

In 2015, he received a Master degree at the Academy of Public Administration under the President of the Kyrgyz Republic named after Zhusup Abdrakhmanov, majoring in "Higher School of Public Policy and Administration".

In 2019, he received a Master degree in the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic named after K. Dikambaev. K. Dikambaev with a degree in International Relations.

In 1994-1998, he was an employee of the Ministry of Internal Affairs of the Kyrgyz Republic.

In 1998-2002, he served as an operative in line and territorial subdivisions of the State Committee for National Security of the Kyrgyz Republic.

In 2002-2015, he held senior positions in various operational subdivisions of the SCNS (he led territorial subdivisions of the SCNS of the Kyrgyz Republic in Bishkek, Chui and Batken regions, as well as served as deputy director of the Integrity Unit of the State Committee on National Security of the Kyrgyz Republic).

In 2015-2016 - First Deputy Chairman of the State Drug Control Service under the Government of Kyrgyz Republic.

In 2016-2018 - Head of the department of the State Committee for National Security of Osh city and Osh region.[2]

Since April 7, 2018 - Director of the National Security Risk Analysis and Forecasting Service of the State Committee for National Security of the Kyrgyz Republic with the rank of Deputy Chairman of the SCNS of Kyrgyzstan.

From April 20, 2018 to May 15, 2019 - Chairman of the State Committee for National Security of the Kyrgyz Republic.[3]

Since January 25, 2022 - Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Ukraine.[4][5]

On August 17, 2022, he presented his credentials to Ukrainian President Volodymyr Zelensky.

Awards

September 1, 2022 the President of the Kyrgyz Republic Sadyr Japarov signed a decree “On conferring state awards of the Kyrgyz Republic”. Idris Kadyrkulov received the Medal "Erdik" for his significant contribution to the development of socio-economic, intellectual and cultural potential of the Kyrgyz Republic, the great achievements in professional activities, as well as in connection with the Independence Day of the Kyrgyz Republic.[6][7]
