The Council of Man (CoM), commonly known as the Council or, informally, Earth, is a government composed of 244 ethnic dominions on Earth, a federal district, ten spacial colonial dominions, and one interplanetary superembassy. The Council claims all territories in the Solar System, with the exception of the Kanonite-controlled Mu Superembassy. The capital is Honolulu, and the largest city by population is Tokyo.

The Council of Man was founded in the year 2092 by the founding members of Han, Vietnam, Japan, Ainu, Tibet, Mongolia, California, Cascadia, Korea, and Hawaiʻi in a desperate alliance against the Restorational Powers led by the god Ither in the Great War. After Ither's ability was cut in the Miracle of Shanghai, the Council of Man annexed all territory it occupied, which composed of all Eurasia with the exclusion of the Indian subcontinent. Due to this unthinkable expansion, the Free Democratic Alliance of Nations, the African Union, and the League of Columbia declared war on the Council of Man in the First Unification War. With the aid of numerous ethnic rebellions in FDAN, AU, and LC, the Council of Man was able to win a costly victory; full admittance to all opposing territories at the cost of one billion lives. The Council of Man then issued the Proclamation of Unity, declaring that all sovereign states whom willingly join the Council of Man by the end of the year would be given important power in the government and autonomy. All remaining countries, with the exception of Congo-Kinshasa, Angola, Namibia, Volkstaat, Lesotho, Lakotah, Navajo, Madagascar, Australia, Argentina, and Brazil joined, starting the Second Unification War. Due to the will of the Australian, Sioux, Navajo and Boer efforts and the countless rebellions plaguing the Council, an agreement was made in the treaty of Tenochtitlan, in which the Council of Man would reform into a federation of dominions divided among ethnic and cultural lines, while Australia, Lakota, Navajo and Volkstaat would be completely unchanged in their borders and would gain higher seats of power in the Council. The final conflict on Earth would arise in the form of the Aboriginal Wars from 2315 to 2341, in which the Aboriginal Dominion was granted independence from the Australian Dominion.

The Council of Man has numerous colonies within the Solar System, including the dominions of North Mars, South Mars, Tharsis, Hesperia, Luna, Venus, Europa, Titan, Apollo, and Galilei. Its most developed colony, however, is Virgo; a colony within the Proxima Centauri system, used as a trade hub between the Imperial Federation of Kanon and the Council of Man.

Etymology

During the founding of the Council of Man in 2092, there were many disputes over what the government was titled. Mainstream support was divided between "United Pacific League" and "Greater United Nations", directly akin to the disputes over whether the Council of Man would directly control Earth, or simply the Pacific. Ultimately, due to growing resentment towards the former United Nations and the increasingly obvious intention of a world government, the name "Council of Man" became the official term.
