I have myself looked for Peter's birth without any conclusive success. This link shows the only Peter (N) Williams to be born in Nottinghamshire during 1939 as during the fourth quarter - significantly later than August you have stated; Oct/Nov/Dec is much later than one would imagine, although this date can indicate the actual date of registration (being a little later than the birth itself), which could even be shown as the next year, following a birth in December. Changing the search parameter from "Nottinghamshire" to "Nottingham" returns no results whatsoever. This is a free, non-official resource.

Often there are difficulties due to absences, transcription errors from the records, or wartime. I don't know who wrote this date you have changed, but don't think it was me .
