Update regarding copyright concern[edit]

Since we do not yet have verification of permission by the processes set out above and sufficient time has passed since the placement of the notice, the article has been deleted for copyright concerns.

At this point, if you choose to rewrite the article, you can do so in the article space, as the infringing version has been deleted. However, please be careful that your rewrite is sufficient to eliminate copyright concerns. Your last revision unfortunately created an unauthorized derivative work, as it closely paraphrased the original. For an example, consider the following:

FSAs are voluntary, account-based plans that allow millions of Americans to use pre-tax dollars to pay for eligible out-of-pocket health care expenses like prescription drug co-pays, vision and dental costs, office visits and medical supplies.

The source says:

For another example, the text you placed in the article said:

Most FSA participants are middle income Americans, earning approximately $55,000 annually. Individuals and families with chronic conditions typically receive the most benefit from FSAs...

The source says:

Most FSA participants are middle income Americans, earning approximately $55,000 annually.... Individuals and families with chronic illnesses typically receive the most benefit from FSAs....

There are other passages that similarly follow too closely.

While facts are not copyrightable, creative elements of presentation - including both structure and language - are. So that it will not constitute a derivative work, this article should be rewritten in the temporary space that is now linked from the article's front. The essay Wikipedia:Close paraphrasing contains some suggestions for rewriting that may help avoid these issues. The article Wikipedia:Wikipedia Signpost/2009-04-13/Dispatches, while about plagiarism rather than copyright concerns, also contains some suggestions for reusing material from sources that may be helpful, beginning under "Avoiding plagiarism".

This deletion is not necessarily permanent. If you have already sent a letter to the Wikimedia Foundation permitting re-use under the Creative Commons Attribution/Share-Alike License (CC-BY-SA) and GNU Free Documentation License (GFDL) (if you are not the copyright holder or have co-authored the material, release under CC-BY-SA-compatible license alone is sufficient), the article will be restored when that letter is received and processed by the Wikimedia Communications committee. As Wikipedia does not require proof of identity on account creation, it is essential that we receive external proof of authorization in order to ensure that we remain compliant with US Copyright law. It is also essential that we verify that copyright holders understand the extent of the release they are authorizing, in that our licenses permit modification and reuse in any forum, even commercial publication, as long as authorship credit is maintained and future copies are compatibly licensed.
