I'm sorry, but I still don't get it. I thought Wikipedia wasn't a democracy, so I don't get why it matters if there is a majority or not. Well, this isn't really a "{{helpme}}" type of question; the idea of {{helpme}} is for getting help with editing Wikipedia.
The best place to start looking is on Wikipedia articles - try Elections in the United Kingdom.
Another place you could ask is, on the reference desk.
