If you accessed the reference and it appears good, there is no reason not to update the access-date= parameter. See {{cite web}} for how to use the wp:template. If the link is 404, it would be best to find another source. Otherwise, please tag with [dead link] "dl" is an easier way than "dead link" Also, the date must be full month name then year. Any deviation will result in an error. If you forget how to add the date, just add {{dl}} and a bot will add the date sometime later. If a link can not be fixed, don't remove them per wp:KDL / wp:PRESERVE.
