This arbitration case has been closed and the final decision is available at the link above. The following remedies have been enacted:

  1. Michael Hardy is reminded that:
    1. Administrators are expected to set an example with their behavior, including refraining from incivility and responding patiently to good-faith concerns about their conduct, even when those concerns are expressed suboptimally.
    2. All administrators are expected to keep their knowledge of core policies reasonably up to date.
    3. Further misconduct using the administrative tools will result in sanctions.
  2. MjolnirPants is reminded to use tactics that are consistent with Wikipedia policies and guidelines, and the 4th Pillar when dealing with other users they are in dispute with.
  3. The Arbitration Committee is reminded to carefully consider the appropriate scope of future case requests. The committee should limit "scope creep" and focus on specific items that are within the scope of the duties and responsibilities outlined in Arbitration Policy.

Hi Miniapolis. Thank you for closing Wikipedia:Files for discussion/2016 July 4#Gibraltar coats of arms. I have a question about your close. It was "keep all" which is fine, but I am not sure if that means "keep all as non-free" or "keep all as public domain". I am assuming that it means the former since you did not convert any of the files being discussed to PD and you did not re-add any "Copy to Commons" tags. If you did intend them to remain non-free, then I am wondering if you wouldn't mind clarifying that in your close and in the various "Oldffdfull" templates so as to avoid unnecessary re-adding of the "Copy to Commons" templates, particularly to File:Gibraltar Football Association.svg. -- Marchjuly (talk) 00:20, 12 October 2016 (UTC)[reply]

Thought I made it clear in my close that the removal of the copy-to-Commons tags eliminated any licensing ambiguity; Fry1989 added the tags, and should have changed the licensing if s/he believed they were PD. However, I just noticed Gibraltarian Heraldry; a couple of those COAs are blanked, and we have to err on the side of caution. Miniapolis 00:53, 12 October 2016 (UTC)[reply]

Thank you for taking another look. I just wanted to make sure. My brain tends to be pretty slow, but it really moves like snail in the morning. Not all those coats of arms are eligible for Commons, only File:Gibraltar Football Association.svg would be, since the coat of arms is hundreds of years old and out of copyright date. The other images all add complex elements that add to copyright, such as the police star and crown, and the horn for the post office coat of arms. Fry1989 eh? 15:23, 12 October 2016 (UTC)[reply]

The Gibraltar Football Association logo also has an additional element (the gold ribbons with its 1895 founding date) and its website—the source given for the logo—is copyrighted, so it doesn't look PD to me. Hi, a user from Talk:List of awards and nominations received by Game of Thrones#I'm back(Change it!) is refusing to collaborate and listen. He wants the article to look a certain way and has reverted my edits. Those changes I have made have been approved and accepted by other regular editors. But he still acts like he has OWNERSHIP of the article. - AffeL (talk) 16:58, 12 October 2016 (UTC)[reply]

Darkwarriorblake has opened an RFC; at the moment it looks like you have consensus for option B, but be careful not to run afoul of WP:CANVASS (your notification here, for example, was hardly neutral :-)).
