My apologies for the delay in replying to your concerns about the decline on the submission. Upon reflection that draft should not have been declined on my part, as it was certainly a workable article that only required minor copy editing. I see that User:Joe Roe has stepped in to accept the submission, my apologies for any delay in your work the decline caused.
