The Institut Barcelona d'Estudis Internacionals or IBEI (in English: Barcelona Institute of International Studies) is a postgraduate professional institute based in Barcelona, Catalonia, Spain, which offers master's programs and research opportunities for students and professionals in the areas of international affairs, public policy, and economics. The current chairman of IBEI is former Spanish Minister of Defence and Deputy Prime Minister Narcís Serra, currently under judicial investigation for criminal mismanagement and abusive payments while chairman of the ailed savings bank Caixa Catalunya, and its director is Jacint Jordana.

IBEI is an affiliate member of the Association of Professional Schools of International Affairs.

Foundation

IBEI was founded in 2004 as an "inter-university institute," meaning that multiple universities in Catalonia cooperated to establish it, fund it and support its operations. These affiliated institutions include Universitat de Barcelona, Universitat Autonoma de Barcelona, Universitat Politècnica de Catalunya, Universitat Pompeu Fabra, Universitat Oberta de Catalunya and the CIDOB Foundation.

Location

Since summer 2014 IBEI is located in a newly constructed building at the Ramon Trias Fargas Street 25-27 on the Ciutadella Campus of the Universitat Pompeu Fabra in Barcelona. The new building is next to the Barcelona Zoo in the Parc de la Ciutadella and close to the Port Olímpic (Olympic harbour). IBEI shares the building with some research groups of the Universitat Pompeu Fabra.

In the first ten years of its existence, IBEI was located in the Carrer de Elisabets, 10 in the Raval neighbourhood, near the Plaça Catalunya and La Rambla. The 16th century building formed part of the complex of the Casa de la Misericórdia (House of compassion), which had served as a boarding-school for orphaned girls. However, in order to give the institute new spaces and accommodate the expected further growth in students, IBEI decided to move to the new location.

Studies

IBEI's academic programs include master's degrees in international relations, international security and public policy. IBEI also operates summer schools and English-language study abroad programs for students of Cornell University and various other universities worldwide.

Master Programmes

Currently, IBEI has two one-year master's degree programs. The Master’s in International Relations can be followed in a bilingual (Spanish-English) and an entirely English version. The Master’s in International Security is more focused on the area of peace and war studies and is also taught solely in English. Both master programmes are made up of a combination of core subjects and a wide range of electives. The majority of the students are from outside Spain, primarily from the rest of Europe and North-America.

Erasmus Mundus Masters Program in Public Policy (Mundus MAPP)

The Erasmus Mundus Masters Program in Public Policy (Mundus MAPP) is a 2-year-long international Masters course funded by the European Commission. This programme is offered jointly by IBEI, the Central European University in Budapest (Hungary), the International Institute of Social Studies of the Erasmus University in The Hague (Netherlands), and the University of York (United Kingdom). Students of this master can choose between four different mobility tracks to specialise themselves in Political Economy and Development; Governance and Development; and European and Global Public Policy, respectively.

Summer Schools

IBEI organises each year two summer schools on matters within the sphere of international relations and international economic politics. Since 2006 IBEI organises the Barcelona Summer School in International Politics. In the past years courses were provided for instance by Helen Milner, Andrew Moravcsik and Anne-Marie Slaughter. Since 2010 IBEI also runs, in collaboration with the European Institute of the Mediterranean and the Union for the Mediterranean, a Summer School of the Mediterranean. In the past editions courses were taught for example by Yezid Sayigh and Omar Ashour.

Alumni

ALIBEI, the IBEI Alumni association, was founded in 2008 with the aim of fostering and strengthening relations among former students of the Master's in International Relations.

Research Programmes

The research programmes of IBEI are not structured around regional areas, but around issue areas to include interdisciplinary themes and concerns. The aim is to consider the dynamics of actors and institutions from a general viewpoint as well as to take the relationship between domestic problems and the global scenario into consideration. The three research programmes of IBEI are: Global Governance; Networks and Institutions in a Globalised Economy; and Security, Power and Multilateralism in a Global World. IBEI declares that it dedicates in its research work “particular attention to all those matters related to existing challenges to the construction of a more balanced international system with a more multipolar structure.” Research work is funded by the European Commission, the Spanish government, the Catalan regional government, and other public/private institutions.

IBEI Working Papers

IBEI has a Working Papers series to disseminate academic documents representing work in progress, such as literature reviews, papers to be presented at conferences, first versions of articles or seminar drafts. The aim of this series is to provide a medium for the early publication of ongoing research projects.
