There was a discussion on my talk page where I explained why you cannot simply recreate this article. More to the point, with language such as whether you need to find a specific type of diagram or manage a project,you can just search and find it on ProcessOn is not much improvement over the deleted version and could have been deleted again as an advertisement. I also spent a lot of time removing irrelevant links you added to other pages in "See Also" sections. All this is considered spam, regardless of whether it is your intention to spam or not, or the company is a non-profit or anything else. So what I've done is move the article to the Draft namespace, where you can work on it to remove the inappropriate language, and add enough citations to prove that it meets our notability guidelines. Once you submit it, a volunteer will review and accept or decline. To repeat what I said earlier, you need to follow these guidelines to the letter.
