Spectre does not trick a program into accessing memory, and an attacker leveraging Spectre does not read the memory that the victim program accessed. The vulnerability is that details of the CPU's behavior when executing a program are visible to other processes due to side effects, and that information may be enough for an attacker to determine what data the CPU was operating on.
