I'll let civil time give the details there. See, for example, https://www.law.cornell.edu/uscode/text/15/261 - and https://api.parliament.uk/historic-hansard/lords/1997/jun/11/co-ordinated-universal-time-bill-hl, although I don't know whether that became an Act of Parliament or if it just points out that the law needs fixing to reflect the UTC-based reality.
