Villains

Paranormal Liberation Front

The main antagonists of the series. Previously known as League of Villains (敵連合, Viran Rengō), it was the public face of an organization established by All for One to bring down hero society by killing All Might. But after All for One's incarceration, Tomura becomes its new leader and transitions the League into the Paranormal Liberation Front after defeating the Meta Liberation Army and adding its surviving members into their ranks.

Vanguard Action Squad

The Vanguard Action Squad (開闢行動隊, Kaibyaku Kōdō Tai) is a team made up of ten members who are most are new recruits in the League of Villains whose mission is to kidnap Bakugo in a scheme to recruit him to the League of Villains. Most of the Squad that has appeared thus far are young people inspired by the infamous Stain or more specifically inspired by a corrupted version of his ideals that calls for the creation of a world ruled by the strong rather than the just world that Stain dreamed of. Following All for One's arrest, the remaining members became part of Tomura's inner circle and later lieutenants in the Paranormal Liberation Front.

Meta Liberation Army

The Meta Liberation Army (異能解放軍, Inō Kaihō-gun, M.L.A.) is a large, powerful organization of Villains originally founded and led by Chikara Yotsubashi (四ツ橋主税, Yotsubashi Chikara), a man who gained notoriety as the Villain Destro (デストロ, Desutoro). They refer to Quirks as Meta Abilities (メタ能力, Meta Nōryoku) and believe they should be used freely instead of being regulated, causing them to commit acts of terrorism before the group was defeated and disbanded with Destro imprisoned. The Meta Liberation Army ends up being utterly defeated, with its surviving members drafted into the League as it reinvented itself into the Paranormal Liberation Front.

Shie Hassaikai

The Shie Hassaikai (死穢八斎會, lit Eight Precepts of Death) is a group of gangsters who are the last known Yakuza to be operating in Japan since the establishment of the Hero System and seeks to rule the underworld, which was previously held by All For One. They also plan to sell drugs that have ability to erase Quirks permanently as bullets in the black market, so Villains can be able to remove heroes' Quirks.

Eight Expendables

The Eight Expendables (鉄砲玉 八斎衆, Teppōdama Hassaishū) are a team of powerful Yakuza in the Shie Hassaikai who are men that lost their will and reason to live, therefore, they joined Overhaul as a means of having a purpose to live. Hence their namesake, they are considered tools who exist only to throw themselves away at the whim of their master. The members includes:
