Draftification should be used mainly in cases of borderline notability (somewhere between clearly notable and clearly WP:A7), or in cases of obvious WP:COI/WP:UPE. Notability is complicated to judge correctly, and it may be helpful to enroll in WP:NPPSCHOOL, participate in WP:AFD, etc. to master this complicated area of Wikipedia policy.
