This is a list of characters from the Nickelodeon Animated Television Series, Rugrats.
The Babies
- Tommy Pickles is the leader who loves to go explore.
- Chuckie Finster is Tommy's best friend who's terrified of almost everything.
- Phil and Lil DeVille are twins, and friends of Tommy and Chuckie. They love everything gross and disgusting.
- Angelica Pickles is Tommy's bossy and spoiled cousin. Often exploits others, even her neglectful parents.
- Susie Carmichael is Angelica's same-age rival. Lives across the street from Tommy Pickles.
- Dil Pickles is Tommy's baby brother; introduced in the later seasons.
- Kimi Finster is Chuckie's "new" sister; a Japanese-American. Just as adventurous as Tommy.
The Adults
- Stuart "Stu" Pickles (Jack Riley of The Bob Newhart Show): Tommy and Dil's father and brother of Drew, his homo sexual faggot ass broth who has cock fights with him. Absent-minded inventor. He constantly gets into arguments with his brother, Drew.
- Didi Pickles (see Kerpatken) (Melanie Chartoff): Tommy and Dil's mother. A part-time schoolteacher who teaches at a high school and is married to Stu. She constantly worries over her sons' mental and physical well-being and seems to depend on child psychology so much as too be considered addicted to it.
- Louis Kalhern "Lou" Pickles (David Doyle from 1991, until his death in 1997, and Joe Alaskey; 1997-Series End) Tommy, Dil and Angelica's grandfather and Stu and Drew's father. A World War II veteran. Lived with Stu's family for the first few seasons and often babysits the children. Whenever he watches the babies he always falls asleep. When he was younger, he greatly resembled his son Drew, but now he resembles his other son Stu.
- Lulu Pickles (Debbie Reynolds): Lou's second wife; he met her in the hospital where she works as a nurse. Also Tommy, Dil, and Angelica's step grandmother and Stu and Drew's stepmother.
- Charlotte Pickles (Tress MacNeille): Drew's CEO wife and Angelica's spoiling mother. Often talked to Johnathan (her co-worker) is the early seasons. Is the CEO of a large company.
- Drew Pickles (Michael Bell): a gay horny homo-sexual faggot who always has sex with barney the gay dinosaur, dick the clown, ronald McDonald (penis clown), and stu pickles*Betty DeVille (Kath Soucie): Phil and Lil's mother. Quite the jock and women's-libber. Married to Howard. Helps operate the Java Lava Coffee House with Chaz Finster in All Grown Up.
- Howard DeVille (Philip Proctor, formerly of The Firesign Theatre): Phil and Lil's mild mannered father. Often overpowered by and cringing towards his wife, Betty. Cowardly.
- Charles Crandall "Chaz" Finster II (Michael Bell): Widower; Chuckie's father. Married Kira in the second Rugrats movie. Kimi's step-father. Runs the Java Lava Coffee House. Also a supporter of Lipshitz and the child psychology methods Didi is near-obsessed with.
- Kira Finster (Julia Kato): Kimi's mother and Chuckie's step-mother.
- Melinda Finster (Kim Cattrall): Chuckie's late mother and Chaz's first wife. Not seen on screen until Season 5.
- Lucy Carmichael (voiced by: Cheryl Carter (1992, 1997-Series End), Lisa Dinkins (1993), Hattie Winston (The Rugrats Movie): Susie, Edwin, Buster, and Alisha's mother and Randy's wife. She is a Harvard-educated "wonder mom". She is also a Doctor. She delivered Dil.
- Randall "Randy" Carmichael (Ron Glass):
- Boris and Minka Kerpatken (Michael Bell and Melanie Chartoff), Didi and her brother Ben's Jewish parents. They are Russian immigrants who are always complaining that it wasn't this way in the "Old Country". Boris and Minka were eventually removed from the show due to complaints of being Jewish stereotypes.
- Aunt Miriam (Andrea Martin): Lou's cousin and Angelica, Tommy, and Dil's great aunt once removed. Lou dislikes her because of the way she acted in childhood, but they eventually learn to get along once he finds out she was jealous of him and his close friends. It is implied their relationship was similar to Tommy and Angelica's.
- Shirley and Marvin Finster (Miriam Margolyes and Stacy Keach), Chaz's parents.

The Pets
- Spike (only voiced in the TV show once, and voiced by Bruce Willis only in Rugrats Go Wild!): The Pickleses' brown hound dog. Tommy deeply admires him. He is a Siberian Tiger Hound, a fictional breed. Often takes the blame for Fluffy's wrong-doing, but usually is forgiven and given an apology. Has the urge to protect his human friends.
- Fifi (Voiced by Grey DeLisle): Grey poodle, who was originally a Parisian stray which Spike fell in love with in the second Rugrats movie. Now, lives with the Finsters.
- Spiffy (not voiced): The Pickles' 2nd Dog whom Fifi and Spike (Original Pickles' Dog) gave birth to. Spiffy's behavior was absurd, but Stu trained him in the very same episode he adopted him. Spiffy was grey (like Fifi) and had an oddly colored spot on his eye (like Spike).
- Pepper (not voiced): The Finsters' dog whom Fifi (Original Finsters' Dog) and Spike gave birth to was one of the two dogs that weren't sold. Chuckie and Pepper are both scared of everything. Chuckie wanted to teach him how not to be scared, and he succeeded. Chaz and Kira saw how much fun Chuckie and the other babies were having fun with Pepper, so they decided to let Kimi and Chuckie keep him. Pepper was orange (?) and had an oddly colored spot on his eye (like Spike). Originally, he was simply called Puppy, but eventually the Finsters found out that Pepper was a perfect name for him.
- Fluffy (not voiced): Angelica's white cat whom Angelica loves dearly, but who always causes trouble for the others, particularly Spike. She has the same hair style as Angelica.
Other characters
- Reptar (unknown voice actor): A big green dinosaur reminiscent of Godzilla. Tommy and the other Rugrats love him; Reptar products such as cars, clothes and candy are frequently seen on the show. Reptar was a main character in Rugrats in Paris and had his own theme park called Euro Reptarland (Which is obviously a parody of Disneyland Paris). There was a giant Reptar robot there, which the babies piloted and fought against Jean Claude. Later on in the years, reptar has a major part playing in the series all grown up, where memories from the babies life comes into the episodes.
- The Dummi Bears: A cartoon watched by the babies. It is a spoof of Disney's "Gummi Bears" Cartoon and Nelvana's "Care Bears". Suzy's father Randy Carmichael was a writer for the show, and in one episode, the babies are taken to a movie theater to see the Dummi Bears movie (they escape from their parents to go see the Reptar movie, and cause havoc in the movie theater)
- Taffy (voiced by Amanda Bynes): Aspiring singer, guitar player, and a babysitter for the kids. The character was introduced to the series around 2003, but was only seen in 3 or 4 episodes. She narrates the stories in Tales from the Crib.
- Dr. Lipshitz (voiced by Tony Jay): Child psychologist expert and instructor whose books Didi and Chaz obsessively consult, although Betty dislikes him. Originally a "never-seen" character and referred to only as the author of his baby expert books, he later became a recurring character in the series' second run, making occasional visits to the Pickles' household.
- Jonathan (voiced by Rene Auberjonois in "Mommy's Little Assets", Dan Castellaneta in "Jonathan Babysits"): Charlotte's assistant, whom Charlotte is usually seen talking to on the phone. Also originally a "never-seen" character, he was also introduced in later episodes. He stole Charlotte's job in New York and later became her assistant again. He tried to steal her job again, but to no avail.
- Cynthia: Angelica's toy doll. Angelica loved Cynthia very much and was her favorite toy, she would often get very distraught when Cynthia left her sight. Despite this, however, Angelica would tear the hair from Cynthia's head and blame her for troubles that Angelica found herself in. During the babies' many adventures that may involve having to use tools to dig holes in the ground, Angelica would use Cynthia as her own shovel!
