A few reasons:

The filter should be friendly, as adding emojis to articles isn’t necessarily vandalism, such as adding new emojis to Unicode charts.
Because the filter is friendly, “never appropriate” is also being removed. 54nd60x (talk) 13:26, 6 February 2021 (UTC)[reply]

Not done this is almost always vandalism, see the filter log. Your example of updating a Unicode chart is an extreme edge case which we would want to have a FP reported for so it can be exempted. — xaosflux ^Talk 23:47, 6 February 2021 (UTC)[reply]
