-::Please explain how moving the explanation to the comment of the article's incompleteness, is rational. The article could be much more, that is clear. So either the Empty section bullet should be in Talk (by your logic), or my response should be on the main page responding to the Empty section bullet. As it is, there is no apparent response nor explanation for the Empty section bullet, to the casual reader, when there are very good reasons for the incompleteness. -:::::Maintenance tags are meant to point out issues with the article that readers may want to fix. The section obviously is empty; what other explanation should be given for the tag? Since most readers don't check talk pages, there would be little use in adding the maintenance tags here instead of to the article itself. See [[WP:Template messages/Cleanup]] for background information on such messages. That page says they should be added to the article proper, and the tag was automatically added by a [http://en.wikipedia.org/w/index.php?title=John_Call_Cook&diff=549368474&oldid=547896389 bot]. ''Comments'' on maintenance tags, however, should not be added to the article - they, like all discussions about the article, should be on the talk page. See the [[WP:Talk page guidelines|talk page guidelines]] for details. If, for example, someone replied to your comment at the article, pointed out sources, and a debate about the best sources ensued, that would seriously disrupt the article.
