Regarding the page title, 'Certified Administrative Procedures Legal Specialist' would be more appropriate than 'Administrative scrivener' because the Japanese government translates Gyosei-shoshi Act as Certified Administrative Procedures Legal Specialist Act. Gyoseishoshi Lawyers of Tokyo website calls Gyosei-shoshi as Certified Administrative Procedures Legal Specialists as well.

I listed this at WP:Japan so others more skilled might comment. this site seems to provide a good history of the term and its translation and what you suggest might be OK.
