Noverre contradiction

The way that information regarding Jean-Georges Noverre is presented on this page is contradictory, or at the very least incredibly confusing. First it is claimed that he is only partially responsible for the development, then later says that his "name has nothing to do with the idea of 'Ballet d'action'", then proceeds to list his ideas. This is difficult to understand. Was he or was he not involved and, if not, why is a significant portion of this page dedicated to his manifesto?
