@Launchballer, OlifanofmrTennant, and Sammi Brie: Sorry for the delay everyone, I've had to tend to things IRL. Given that the application process started sometime after December 12, I've modified ALT1 as ALT2 (it's actually about 2 months and 2.5 weeks):
ALT2: ...that in its first three months, over one million applications for the Canadian Dental Care Plan had been approved?

The sources that were written on December 12 only state that applications would be accepted soon, but don't state an actual date, so December 12 is the earliest it could have started.
