I placed the notability tag at the top of this article because it seems to go against notability policy, specifically WP:NOTWHOSWHO, and notability guidelines WP:VICTIM and WP:BLP1E. The article provides references to verify the information and that's a good thing. That's not what concerns me. My concern is that Charles T. Carpenter does not seem to be notable outside this event.
