I'll just rate it as B, because it will be hard to make this article a better source for the character.
The subject is just notable enough for it's own article, but will never reach FA or A.

Well, the reason that Velo (along with Crunch, Brio, and the Evil Twins) hasn't been merged yet is because I've improved them beyond their former stub statuses, and everyone knows that well-writtenness and referencedness is more important than notability.
