Fair use rationale for Image:Frademacher.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Gehlen
[edit]Rademacher worked for West German Intelligence at the time that he was letterbombed by Eli Cohen according to this documentary by RT: [1]. It also noted that his return to Germany was arranged between the Syrian and West German governments, which appears to contradict the claim that he returned voluntarily.
