"Chacin's success is due in part to his deceptive delivery, which includes a stutter in his motion while pivoting with his back foot. This would normally be considered a balk, except that it is part of Chacin's natural pitching motion, and is repeated during every delivery."

I took out the part about the balk because its not true. The reason why its not a balk is because he only does in from the the wind up. IE: with no one on base. And there is no such thing as a balk from the wind up/with no one on base. When someone gets on base and he goes to the stretch, he pitches normaly. Otherwise he would be called for a balk.
