Well Project-706 was the code-name for the Kahuta enrichment project, which was only one step in making the atomic bomb. All other steps, before and after enrichment and the actual nuclear weapons program was the responsibility of PAEC. Kahuta was not involved in the development of nuclear weapons for Pakistan but only enrichment of uranium gas after it was handed over to KRL by PAEC. So please check the historical and factual accuracy of claims made in this article. Secondly, A Q Khan was not the father or founder of Pakistan's nuclear weapons program but only head of one project, notwithstanding the widespread impression to this effect. Historical Background

Yah, we know about dr. Khan. But a wide majority of Pakistani people still believes that he is a father of nuclear bomb. Also, please, help me out with the Project-706. It's not easy the way it looks.

There is one thing to be noted that Project-706 was launched by populist leader and Prime Minister of Pakistan Zulfikar Ali Bhutto (late). It wasZ. A. Bhutto who should be given the credit not Abdul Qadeer Khan or Munir Ahmad Khan. The scientist do whatever the order they are given to. Any military projects needs a Government permission inorder to intiate the program. The Project-706 was controled under the committe in which Munir Ahmad Khan was the head. Dr. Qadeer Khan was only given the responsibility of Gas-Centifuge and enrichment program. The entire nuclear program was under the Munir Ahmad Khan and even the Kahuta's facility was supported by the Munir Ahmad Khan. It was Munir Khan who gave its crucial support to Kahuta and Qadeer Khan had to depends on Munir on some cases for example: Kahuta Research Laboratories led by Khan was not mandated or involved with the actual design, development and testing of Pakistan's nuclear weapons which was the responsibility of PAEC. Nor was Kahuta Research Laboratories responsible for developing the front end of the nuclear fuel cycle, which comprised of uranium exploration, mining, refining and the production of yellow cake as well as the conversion of yellow cake into uranium hexafluoride gas which is the feed material for enrichment and nuclear fuel fabrication or the back end of the nuclear fuel cycle comprising the civil and military nuclear reactor projects and the reprocessing program, all of which was developed and led from 1972 onwards by Pakistan Atomic Energy Commission under Mr. Munir Ahmad Khan.

Even though the plutonium was not the part of Project-706 but it was Project-706's umbrella in which Pakistani scientists expertised and developed the plutonium reactor-grade and weapon-grade technology. In other word, the Pakistan was working on the plutonium route that was parallel to the Uranium route. The same time, Pakistan began working on the U-route under the name of Project-706, the same time Pakistan was focusing on the plutonium route. Pakistan was working on the both route simultaneously. If the research is done, it will be proven the connection between the Plutonium route and Project-706, unless it is written by the neutral author not by the Qadeer Khan's admirers and supporters in which it will only talk about the Qadeer Khan's efforts and Kahuta, not the entire project. That is why, that would be appropriate to include the plutonium route in this article even though it was not the part of the Project.

The wide majority has been led to believe this only because inaccurate information has been propagated for so many years. Secondly, Project-706 was only the code-name of one project, i.e. Kahuta, which was only responsible for uranium enrichment and not several other equally critical technical steps, before and after uranium enrichment, that lead to a nuclear device, nor was Kahuta project or Project-706 responsible for making Pakistan's nuclear weapons, which was accomplished by PAEC. Project-706 is not Pakistan's entire atomic bomb program

It seems that the author of this page is consistently unable to distinguish between Project-706 and the rest of Pakistan's nuclear program. Project-706 or the Kahuta project, was only one part of Pakistan's nuclear program and was separate from the Pakistan Atomic Energy Commission headed by Mr.Munir Ahmad Khan. Only one part of the enriched uranium route to the Pakistani bomb, i.e, the gas-centrifuge project, which was itself started by PAEC before A Q Khan arrived in Pakistan.

Secondly, all other elements of the complete nuclear fuel cycle, including elements of the uranium route other than Project-706 was PAEC's work, which were developed under several other projects, like the Baghalchur-1 uranium mining and refining project and the huge Chemical Plants Complex (CPC) Project, at Dera Ghazi Khan. CPC produces several types of nuclear materials, most important of which is the uranium hexa-fluoride gas or UF6, which is the feedstock for all known commercial uranium enrichment methods, including centrifuge.

Thirdly, it was PAEC and not Project-706 which was responsible for developing the plutonium route to the bomb, including the KANUPP and Khushab reactors, fuel fabrication and fuel reprocessing plants. Fourthly, it was PAEC and not Project-706 that was responsible for the design, development and testing of Pakistan's nuclear weapons and all cold tests and the Chaghi tests of 1998.

The author of this page may refer to Speeches and Interviews of Mr. Munir Ahmad Khan, Chairman of PAEC, 1972-1991; Dr. Samar Mubarakmand, former Member (Technical), PAEC and other Pakistani nuclear scientists and engineers to get a correct picture of Pakistan's nuclear development and history and to understand that Project-706 was only one part of a very large nuclear program in Pakistan, which was under PAEC's control, whereas Project-706 worked independent of PAEC after A Q Khan took over the Kahuta or Project-706 in 1976. I hope this will help to clear up the confusion. Useful links are as follows:
