Lead section needed

The lead section of this article is missing. I added the clean-up tag for Lead missing. In a Wikipedia article, the lead section is not like a newspaper article. It should not tease the reader and should not contain half the details of the article. The lead section should introduce and summarize an article, with the first sentence or so explaining why the subject of the article is notable. I believe the proposed title provides a clearer description of the contents of the article.
