Not an elector in 1950

The Times House of Commons Guide 1950 said Fraser was "aged 21, but unable to vote himself". On polling day he would have been 21 years and 20 days old. Traditionally, new electoral registers were published in February of each year. The General Election was held on 23 February which means that it would have been logistically difficult for the election to be fought on a new register. That being the case, I conclude that if the old register was still in force, he may have been prevented from voting by an arbitray cut-off date which would have been before 3 February. Such a technicality would not have prevented him from being a candidate. There is precedent in the UK for being old enough to stand but too young to vote. From 1918 to 1929 women aged between 21 and 30 could stand for election but were not eligible to vote. See example Ursula Williams. In 1889 women who did not have the vote could stand for election to the London County Council and two were in fact elected but both were denied taking their seats following court rulings.
