Santiago is NOT part of Isabela
[edit]Santiago is an independent component city in which it is governed separate from Isabela province.
Before, it was accepted to be called "Santiago, Isabela" when it was a municipal. But in 1995, when President Ramos approved for the city to be independent, the local city government have to refrain calling that way.
