Please note that under WP:NPOL, Wikipedia does not extend an automatic presumption of notability to the leaders of small political parties. He would certainly qualify for an article if you could write and reliably source something more substantial about his career as a political party leader, but a leader of a political party (especially one that garnered less than two per cent of the popular vote in the only two elections it has actually contested) is not automatically entitled to keep an article consisting of a single sentence asserting that he is a political party leader, and relying on a single primary source to support the assertion.
Rather, if this is all you can write and source about him at this time, then our policy is that he gets a redirect to the political party's article, not a standalone biographical article, until the content and sourcing can be improved significantly enough to get him over WP:GNG in his own right. I'm willing to give this a bit of a grace period to allow for the chance of improvement, but it will have to be redirected if such improvement isn't seen relatively promptly.
