Music video
[edit]Actually the music video doesn't seem like a "low-resolution, artifact-heavy" encode of the video. Rather, it appears as though they strategically removed I-frames from the video, leaving primarily P- or B-frames which can be thought of as frames that contain the difference between successive frames (see http://en.wikipedia.org/wiki/Video_compression_picture_types for more details).
