According to the source provided (Dictionary of Canadian Biography), "Little is known of William Ayre’s early life." Honorable though he may be, its not clear that he is notable.

an entry in a national biography is a clear indication of notability, and the subject is not notable for his early life, so it doesn't matter that little is known about it
