Comment: ~~There is an AfD ongoing for this article that started before I came in to rescue it. I fully expect it to clear in short order and didn't want the nomination window to close before it resolved.~~ The AfD has closed as "keep". Also, while I replaced much of the IP editor's prose, they did kick off the expansion process and did devote significant time and effort to this article. (If this was a registered editor who forgot to log in, please comment below and the author credit should be updated to reflect this contribution.)
