The article Volodymyr Babayev has been proposed for deletion because of the following concern:

The coverage (references, external links, etc.) does not seem sufficient to justify this article passing Wikipedia:General notability guideline and the more detailed Wikipedia:Notability (biographies) requirement. my article was written and approved by personalism. so true. why did you remove it completely?

Because, first, this is the English Wikipedia, and not the personal page of Volodymir Babayev, so that we decide what should be on the page and not him. We have a lot of policies about what should be in the article and what should not, which are accessible at the links in the teplate at the top of this page.
