New Wiki User, Telstra Dynamic IP Ban. No edits have been made by myself on Wikipedia ever. It has been noted that a previous user has used this IP a year ago, I am unable to register and I am unsure on how I should go about removing this. I had read to append this to the talk page for the IP.

This IP falls within a range blocked to prevent an abusive user from harming Wikipedia. If you know nothing about any vandalism, then you are not the target of the block, even though it is affecting you. You should go to a different location with a different IP address and create an account there, you can then return to this IP address and log in with the account, as the block is only on users without accounts.
