Large numbers of editors new to Wikipedia submit drafts about topics, like CDEK, that are not notable, so are never going to be accepted for publication. They nonetheless submit them over and over, creating a huge backlog and long waits for reviews. The draft cites a press release from CDEK (not independent), two lists (not significant coverage), and one paragraph in forbes.ru. Online postings on forbes by contributors (rather than staff) are effectively blogs, not reliable for facts, only for the opinions of the contributors. This piece is written by three contributors and one staff member, so perhaps it is reliable, but it is not nearly enough on its own to establish notability.
