License tagging for Image:Grinningidiot.jpg

Thanks for uploading Image:Grinningidiot.jpg. Wikipedia gets thousands of images uploaded every day, and in order to verify that the images can be legally used on Wikipedia, the source and copyright status must be indicated. Images need to have an image tag applied to the image description page indicating the copyright status of the image. This uniform and easy-to-understand method of indicating the license status allows potential re-users of the images to know what they are allowed to do with the images.

This was the last sentence of your three-sentence article: "Because of inflation, the penny is virtually worthless, and that the U.S. should stop using the penny now that the costs of penny production exceed its value." That sure sounds like opinion/advocacy to me. If you want to rewrite the article to make it clear that you're describing a bill (who introduced the bill? when was it introduced? where? is it going to be brought to a vote?), and not expressing your advocacy of it, have at it.
