Request reason:

I must start by apologizing for inventing the username FCAC Editor; I did not read the full policy on user names. Before I change the username, I would like your advice: should I just change it to something like Scott Bury at FCAC, which according to the username guides, is acceptable? I also have a previous user account under Scott Bury, but your guidelines are not clear on how to move the content I submitted to another existing account. Sorry to cause so much confusion; I want to comply with Wikipedia's policies, and while I am employed by the agency I have written about, I have endeavoured to ensure the content is neutral and not promotional in any way. It can also be beneficial to consumers in Canada and elsewhere, providing unbiased information about consumers' rights when dealing with financial institutions.

Decline reason:

First, if you have an existing account, you should probably be using that account. There is, however, no way to transfer edits between accounts. As to your edits, as Jeske mentions below, it really would be better if you avoided editing about your agency.
